I don't think that the lines would (or should) be drawn along existing state borders. A more nuanced approach would be better. I've played around with the map a bit, and I might write an article about what it could look like.
However, there would absolutely be some unfortunate outcomes that I haven't been able to avoid. Austin, TX, New Orleans, and Oklahoma City seem impossible to connect. In the aggregate, though, I'd still argue that the outcome is better.
With that said, though, I think that the people who cared enough would move.
